Event Poet Governance Charter

       Ten public operating commitments for accountable event reconstruction, ethical business execution, and durable public trust

       Event Poet is designed to expand society's ability to understand and resolve important events by connecting authorized audiovisual information across time, distance, devices, locations, and ownership systems. That capability can produce substantial public and commercial value. Its legitimacy, however, will depend on whether the entity entrusted with Event Poet operates it with discipline, competence, transparency, and ethical judgment.

       This Governance Charter translates Event Poet's social-utility, privacy, security, evidentiary, and accountability principles into operating commitments. It is intended to guide the company, corporation, consortium, public-private structure, municipality, or other institution that acquires, licenses, administers, or materially participates in Event Poet. The Charter should also extend, as appropriate, to employees, contractors, technology vendors, data providers, governmental participants, and other parties acting through the system.

       Technology establishes capability. Governance defines permission. Ethical execution determines whether Event Poet earns and retains its social license to operate.

The Operating Standard

       Event Poet's governance should function as an operating system for the business, not as a statement placed beside the business. Its commitments should be reflected in product design, budgets, staffing, contracts, training, access controls, performance measures, vendor oversight, incident response, auditing, and executive decision-making. The responsible operator must be prepared to demonstrate how these principles are executed in practice.

       Commercial performance and social responsibility should reinforce one another. Strong execution can increase customer confidence, institutional participation, regulatory credibility, and long-term market adoption. Weak execution can damage individuals, undermine public trust, interrupt deployment, expose the operator to legal and reputational consequences, and erode the commercial value of Event Poet itself. The entity operating Event Poet therefore assumes not only a technology opportunity, but a continuing duty of stewardship.

1. Defined Event Purpose and Unique Event Record

       Every Event Poet event should begin with a specific, documented, and legitimate purpose. The event should receive a unique identifier and an identifiable initiating authority. Its record should define, as appropriate, the event category, geographic area, relevant time period, participating sources, authorized roles, analytical functions, legal authority, retention period, and conditions for closure.

       An Event Poet event should not become an open-ended authorization to search unrelated information. A material expansion of the event's purpose, geography, duration, data sources, or analytical capability should be documented and reauthorized. The event record should allow an authorized reviewer to understand why the event was opened, what the system was permitted to do, and when that permission ended.

2. Verified Participation, Training, and Individual Accountability

       Access to sensitive Event Poet functions should be attributable to verified individuals and organizations. Participant identity, organizational affiliation, assigned role, operational need, and level of authority should be established before elevated permissions are granted. Higher-risk functions should require correspondingly stronger verification, training, approval, and continuing qualification.

       Anonymous or unaccountable access to sensitive evidence should not be permitted. Users should receive training appropriate to their responsibilities, including evidence handling, privacy, cybersecurity, lawful access, bias, vulnerable-person protections, prohibited uses, and misuse reporting. The operating entity and participating organizations should remain accountable for the conduct of their personnel, contractors, credentials, and delegated access.

3. Proportionate Scope and Event-Centered Use

       Event Poet should remain event-centric rather than person-centric. The seriousness, urgency, and lawful purpose of an event should determine the geographic reach, time window, data sources, user roles, analytical functions, and retention reasonably necessary to understand or resolve it. A missing child, an imminent threat, a natural disaster, a medical emergency, a violent crime, and a routine delivery dispute should not authorize identical scope.

       The system should be broad enough to serve a legitimate event, yet no broader than that event requires. Generalized monitoring, persistent observation, or continuing searches detached from a defined event should fall outside ordinary operation. Temporary expansion during an emergency should be limited, recorded, reviewed afterward, and terminated when the emergency ends.

4. Source Authority, Consent, and Distributed Control

       Participating source owners should retain defined authority over their cameras, devices, systems, and contributed information. Participation in Event Poet should not constitute an unlimited surrender of all recordings, future recordings, or future uses. Source permissions, contribution terms, withdrawal procedures, preservation duties, and authorized secondary uses should be explained in clear language and implemented through enforceable controls.

       Event Poet should distinguish among permission to capture information, permission to contribute it to an event, permission to access or disclose it, permission to identify or analyze persons appearing in it, and permission to use the resulting material publicly or promotionally. A person's incidental appearance in lawfully captured footage does not, by itself, constitute endorsement of Event Poet or blanket consent to unrelated profiling, biometric identification, persistent tracking, or advertising.

       Consent should also be evaluated in context. Employees, tenants, students, customers, contractors, and delivery workers may face unequal bargaining power. A contractual acknowledgment should not be treated as unlimited authorization for monitoring that is unrelated or disproportionate to a defined event.

5. Purpose-Based, Role-Based, and Lawful Access

       Event Poet participants should receive only the access reasonably necessary for their authorized responsibilities. A source owner, subscriber, business, municipality, emergency responder, investigator, law-enforcement agency, system administrator, auditor, and member of the public should not automatically receive identical permissions. Sensitive access should be limited by purpose, role, time, event, and need to know, with prompt revocation when that need ends.

       Governmental access should comply with applicable constitutional, statutory, warrant, subpoena, court-order, and emergency requirements. Event Poet should not be used as a shortcut around lawful process. Emergency access should be tied to an identifiable emergency, limited in scope and duration, granted to appropriate roles, fully logged, reviewed afterward, and automatically terminated when the emergency concludes.

       Public transparency should concern the rules, authority, procedures, categories of use, and accountability of the system. It should not require indiscriminate public exposure of raw evidence depicting victims, children, residences, medical events, confidential communications, or uninvolved bystanders.

6. Evidence Integrity, Authenticity, and Accountable Human Review

       Event Poet should preserve the provenance and integrity of contributed evidence. Original source material should remain distinguishable from copies, enhancements, annotations, synchronized timelines, AI-generated analysis, edited presentations, and human conclusions. The event record should document source ownership, capture information, timestamps, transmission history, modifications, analytical steps, and chain-of-custody information appropriate to the use.

       The system should be capable of identifying or flagging manipulated, selectively edited, falsely dated, AI-generated, or contextually misleading material where technically feasible. Relevant conflicting and exculpatory information should not be concealed merely because it challenges a preferred interpretation. Material gaps, unavailable sources, excluded information, corrupted files, and unresolved inconsistencies should remain visible to authorized reviewers.

       Event Poet produces a reviewable evidentiary reconstruction, not an infallible declaration of truth. Artificial intelligence may organize information, authenticate media, synchronize timelines, detect possible relationships, identify anomalies, or suggest event pathways. It should assist human understanding rather than eliminate human responsibility. Material decisions affecting liberty, safety, employment, housing, discipline, reputation, or legal status should remain subject to accountable human evaluation and applicable due process.

7. Complete Auditability, Transparency, Challenge, and Redress

       Every meaningful Event Poet action should be attributable and reviewable. The opening of an event, source requests, evidence contributions, searches, access grants, analytical functions, transfers, modifications, disclosures, exports, retention decisions, and closure should be recorded through secure, tamper-evident audit mechanisms. An authorized reviewer should be able to determine who performed an action, when it occurred, what authority supported it, and what information was affected.

       A person materially affected by an Event Poet reconstruction should have a meaningful path to report misuse, submit contrary evidence, request correction, challenge an inaccurate association, and seek appropriate review. Event Poet should protect good-faith reporting and should not permit retaliation against people who identify genuine misuse, security weaknesses, discriminatory effects, or material errors.

Public confidence can be strengthened through clear governance information, independent evaluation, aggregated use and misuse reporting, cybersecurity assessment, privacy and civil-rights impact review, and continuing public dialogue. Event Poet should be evaluated according to how it actually operates, not only according to the promises made at launch.

8. Privacy, Human Dignity, Security, and Responsible Data Lifecycles

       Event Poet should apply data minimization, encryption, access security, redaction, retention limits, deletion procedures, and protections proportionate to the sensitivity of the event and the people depicted. Heightened protections may be appropriate for children, victims, elderly or cognitively vulnerable persons, medical patients, domestic-violence survivors, witnesses, confidential sources, and people recorded in sensitive locations or activities.

People affected by traumatic events should be treated as human beings rather than content. Event Poet should avoid sensationalizing injury, grief, violence, humiliation, intimate circumstances, or medical distress. Sensitive recordings should not be repeatedly displayed, publicly disclosed, or commercially exploited beyond a legitimate and authorized purpose.

       Privacy commitments require secure execution. The operating entity should address external attacks, credential theft, insider misuse, unauthorized copying, data manipulation, and system failure through measures such as multifactor authentication, encryption, least-privilege permissions, role separation, secure logging, abnormal-access detection, credential revocation, incident response, notification, and remediation. Event Poet's commercial model should be based on governed event-resolution services, not the unrestricted sale of raw evidence, identities, movements, habits, or vulnerabilities.

9. Responsible Uses, Fairness, and Enforceable Boundaries

       Event Poet is intended to support defined and socially valuable event resolution, including missing-person events, accidents, emergencies, crimes, property incidents, family safety, commercial disputes, municipal operations, disaster response, media authentication, and the clarification of contested accounts. The system should also be capable of revealing evidence that contradicts an allegation, corrects a misidentification, or demonstrates that an initial narrative was incomplete.

       Uses involving facial or biometric identification, persistent cross-location tracking, children, vulnerable persons, sensitive locations, employment, housing, education, law enforcement, or emergency authority should receive heightened review and authorization. Analytical functions should be evaluated for accuracy, bias, unequal error rates, and foreseeable harm. A weak or unverified automated match should not be treated as proof or used, by itself, to label a person as suspicious.

       Event Poet should prohibit or presumptively restrict discriminatory profiling; stalking or harassment; retaliation against employees, tenants, whistleblowers, critics, or lawful organizers; unauthorized intimate surveillance; generalized identification of people engaged in lawful political, religious, medical, legal, or associational activity; secret commercial profiling unrelated to event resolution; deceptive alteration of evidence; suppression of relevant exculpatory information; indiscriminate biometric searching; and indefinite retention without a continuing purpose. Violations should result in meaningful investigation, corrective action, suspension, revocation, contractual remedies, and referral to appropriate authorities when warranted.

10. Ethical Business Execution, Continuing Oversight, and Evolving Capability

       Event Poet's responsible performance ultimately depends upon the integrity, agility, competence, and ethical execution of the entity entrusted with operating it. The operator should embed this Charter into leadership responsibilities, board or executive oversight, product development, staffing, budgets, procurement, vendor contracts, employee incentives, training, performance measurement, audit, incident response, and enforcement. Governance should survive changes in management, ownership, commercial pressure, and technology.

       The operating entity should treat public trust as an operational and commercial asset, not as a marketing phrase. It should be willing to decline a profitable use that conflicts with law, this Charter, or Event Poet's intended social purpose. It should also be prepared to pause, limit, redesign, or discontinue a capability when evidence shows that its risks, inaccuracies, misuse potential, or social consequences exceed its demonstrated benefit.

       Event Poet is expected to evolve through advanced artificial intelligence, predictive systems, deepfake authentication, connected vehicles, wearables, forensic tools, public sensors, quantum computing, quantum-enhanced analysis, and other technologies that may increase the speed, scale, complexity, or reach of event reconstruction. Earlier acceptance of Event Poet should not operate as blanket authorization for every future capability. Materially different functions should receive renewed review of necessity, accuracy, privacy, cybersecurity, legal authority, fairness, social benefit, potential misuse, and appropriate limitations.

       Quantum computing may eventually alter data processing, optimization, authentication, encryption, decryption risk, and the scale at which complex relationships can be examined. Its integration should therefore require updated security architecture, technical validation, post-quantum protections where appropriate, governance controls, and clear public explanation. Expanded technical power should be matched by stronger authorization and accountability before deployment.

       A charter cannot operate itself. The acquiring or operating entity must convert these commitments into daily business conduct, measurable controls, documented decisions, and enforceable accountability.

Execution Is the Decisive Test

       The Event Poet Governance Charter is not complete when it is published. It becomes meaningful when the operating entity supplies the leadership, staffing, technical discipline, financial resources, business agility, and ethical judgment necessary to perform it. The operator must be able to move efficiently enough to deliver Event Poet's commercial and social utility while remaining disciplined enough to enforce limits when speed, revenue, or competitive pressure encourages overreach.

       This relationship between execution and monetization is direct. Customers, corporate partners, municipalities, insurers, public institutions, and the broader community will evaluate not only what Event Poet can do, but whether its operator can be trusted to do it responsibly. Proper governance can support adoption, brand value, recurring revenue, partnerships, and durable scale. Poor governance can collapse trust, participation, and commercial viability even when the underlying technology performs exactly as designed.

       An entity entrusted with Event Poet should therefore be prepared to show evidence of execution: designated governance leadership; clear lines of responsibility; adequate budgets and personnel; tested access controls; training and recertification; vendor accountability; independent review; incident-response capacity; transparent corrective action; and continuing evaluation of actual outcomes. Ethical execution should be treated as a core business competency and a condition of sustainable commercialization.

A Charter for Sustainable Social Value

        Event Poet's operational strength and its social responsibilities are inseparable. The purpose of this Charter is not to weaken comprehensive event reconstruction. It is to create the conditions under which that capability can be used credibly, lawfully, securely, and at meaningful scale. Event Poet should be capable of helping society understand difficult events while ensuring that authority, access, evidence, decisions, and consequences remain attributable and reviewable.

The intended legacy of Event Poet is not simply that it connected more audiovisual sources. It is that Event Poet expanded society's ability to understand and resolve important events while establishing a disciplined and accountable model for the businesses and institutions entrusted with operating Event Poet.

One event. One identifier. One stated purpose.

One auditable record. One accountable operator.
